[Samples] Add 21.corebot-app-insights sample

Description

We are adding the sample 21.corebot-app-insights in Java taking into account the C# 21.corebot-app-insights present in BotBuilder-Samples repository.

Specific Changes

• Generate main structure of the sample
• Add resources folder
• Add deploymentTemplates folder
• Add root files (dialogs/bots/models)
• Add README/README-LUIS/LICENSE documents
• Bump applicationinsights-core dependency to 2.6.3
• Set includeInstanceData property to true like JavaScript and Python
• Validate activities properties before adding into a Map to avoid null exceptions like JavaScript
• Refactor of the initialization of an ApplicationInsightsBotTelemetryClient to receive an instrumentationKey and creating an active TelemetryConfiguration like JavaScript

Current behavior of the Java migrated sample in Emulator

Application Insights resource populated after communicating with the migrated sample

mvn clean install of the entire repository

mvn package of the Java migrated sample
