Since the Microsoft.Recognizers is not released, and there is some desire to limit access to this functionality, move the Java Recognizers into the dialogs package. This will resolve the lack of an official release.

We have a working version of Recognizers in bot-dialogs. It would be preferable to replace it with the new version, but for the preview we could live with it. When the new version is ready, just replace what we have in bot-dialogs.
