Why does the chat not end when i use the following code

When i run the following code, the code still runs 10 times.

Does the initiator agent have to be the terminating agent?

You can see that Joe is trying to talk to cathy. It sends multiple replies to cathy and cathy replies back. Shouldn't cathy end the conversation?
