This change adds various improvements to the log collection scripts:

Stop the log collection on exception (or if the user cancels via CTRL-C) so it doesn't stay running in background
Attempt to reset the log collection if wpr -start fails
Capture wpr.exe's output in the logs
Warn the user if the log collection fails
