WSL not working

I reinstalled Windows 11 recently and Directly Install Docker and some how WSL is not working (I didn't use WSL before installing). I tried uninstalling Docker and it wont reinstall. I remove all WSL instance of Docker (idk what it is called).
I tried installing Ubuntu through Microsoft Store, its get download but only show it is installing insde terminal.
After that i remove all WSL instance (linux ?) and did this:

PS C:\Windows\system32> wsl --install
Installing: Ubuntu
Ubuntu has been installed.
Launching Ubuntu...
Installing, this may take a few minutes...

and it is not working as expected.
What i fond is when just Directly use
wsl
it will freeze the terminal

and if i try to perform
wsl -l
on separate terminal it would still Freeze

Using Task manager i kill off all instance of WSL and its services

Then If i perform
wsl -l
it will show me some thing
but if i run wsl in any other way it will freeze
