This pr fixes #57264 by getting ranges of text that will be affected for extract type, extract symbol, move to file and move to new file refactorings.

Looks like you're introducing a change to the public API surface area. If this includes breaking changes, please document them on our wiki's API Breaking Changes page.

Also, please make sure @DanielRosenwasser and @RyanCavanaugh are aware of the changes, just as a heads up.

Closing this pr because I accidently branched off of another pr branch and this has changes that are present in another branch for another feature.
