[FZ Editor] editor doesn't launch when RivaTunerStatisticsServer (MSI Afterburner) is running #707

Environment

Windows build number: Microsoft Windows [Version 10.0.18362.418]
PowerToys version: 0.13.0.0
PowerToy module for which you are reporting the bug (if applicable): FancyZones

Steps to reproduce

Run RivaTunerStatisticsServer (via MSI Afterburner)

Expected behavior

layout editor launches

Actual behavior

fancyzones crashes but remains in tray. Errors in Event Viewer

It seems this is actually more related to RivaTunerStatisticsServer. I disabled all the monitoring in MSI afterburner which stops the server from running and now the layout editor works again. Still the same error/crash logs as before.

I'll adjust the title.

Sidenote: we had a similar issue in the past #455, but we could not reproduce it and it was for an older PowerToys version.

This problem keeps happening and in the lastest case PowerToys wasn't the only application affected

This seems an external problem, not something wrong in the FZ editor.
