We need to have a default layout automatically applied for new users. Seems weird to not automatically have one applied by default.

I personally think maybe priority grid default layout would be a good one.

The reason why we don't have one is because we received a lot of complains that there is no intuitive way to remove a layout on a monitor and at that time the easiest thing to do was to not have a default one.
So, along with this change we also need to fix #192

Another example:

New installation of PowerToys. When configuring a custom fancy zone for one screen, the other screen does not have any fancy zones configured. Seems to be independent of primary/secondary display.

Suggestion: When a display doesn't have any fancy zones available during dragging, the setup of another screen (priority: main screen, then using the numbers of the display) should be used.

Refs #1945. Somehow refs #611.
