[ci] [R-package] r-devel debian jobs failing: command 'tidy' not found

Description

The r-package (debian, R-devel, clang) CI job is failing with the following NOTE from R CMD check.

* checking HTML version of manual ... NOTE
Skipping checking HTML validation: no command 'tidy' found
...
Status: 1 NOTE
...
NOTEs, WARNINGs, or ERRORs have been found by R CMD check

Reproducible example

Observed on master (build link) and #5551 (build link).

Environment info

r-package (debian, R-devel, clang) CI job

Additional Comments

I suspect this is related to the fact that r-hub recently started published new Debian images, since r-hub/rhub-linux-builders#62 was merged 11 days ago.

r-hub/rhub-linux-builders#64 was merged yesterday.

New images were published tonight (r-hub build link). I manually re-ran the failing job on master here, and it succeeded (build link) 🎉
