Simplify Welcome screen and align with current app features

Tour screen doesn't contain links to any other parts of the app

I expected to be able to get from the Tour screen back to the apps main screen other links.

Also, if I click "continue without logging in" I can't get back to the welcome page.

My recommendation is that we should rethink the Welcome screen, in general. There are any number of confusing things about it:

• The "Take a Tour" button just goes to a blank page. We have an in-app tour implemented, but it's not a standalone page and it is activated once you log in.
• The "View the Checklist" button takes you to a page which is also visible within the main app content as well, but it's called the "Guide" there.
• Once you have logged in there is no way to go back to the Welcome screen.

So perhaps we need to design a more simplified Welcome page that just presents some minimal information about what the app is for (perhaps linking out to documentation/videos?) and the Login/Continue without Login buttons. But if others have opinions about how we could be better utilize that page I'm interested.

Another point of reference is the three links (Quickstart, Tutorial, Reference) on the Submission Portal home page: https://data.microbiomedata.org/submission/home.
