The issue is fully resolved with ts-node 8.2.0 and TypeScript 3.5.1 (branch ts-node-8.2.0). The information below is just there for historical reasons.
Run these commands:

Actual result:

TypeError: Unable to require `.d.ts` file.
This is usually the result of a faulty configuration or import. Make sure there is a `.js`, `.json` or another executable extension and loader (attached before `ts-node`) available alongside `index.ts`.
