This is a service that allows a delegated collection authority to run over a list of mints to
Update the Collection Field
Verify the collection.

Preferred Architecture:
Preferred Cloud: AWS
Language Rust
Storage Medium for Mint Lists: s3
Storage Medium for NFT Assets: Arweave

Requirements:
Due to the size mint lists must go up to s3 using s3 post policies.
Mint List: UI -> S3 using s3 post policies
