After examining a ~10 min drive I saw only 2 unique IDs, but looking for packets spaced about 62-65s apart showed that the 5 bits following the ID field were unique to each of the 4 sessions of periodic transmissions. I removed the MSB b/c it made the ID odd and appeared to be static across all transmissions.
