I'm not sure about "Sectioning content [...] creates a section in the current outline [...]" either. Is that correct? It might be, but it's linking to https://developer.mozilla.org/en-US/docs/Web/HTML/Element/Heading_Elements which is kind of confusing. Wasn't sure how to tackle that, happy to hear suggestions on that |

Description
As of whatwg/html#7829, sectioning content no longer defines the scope of heading content. This can also be seen in the spec:
Motivation
We should not confuse readers about the fictional Document Outline Algorithm, especially since it is no longer in the spec.
