Thanks very much @dveditz - good catch!
This isn't quite the right way to approach the problem, but as that's going to take a while to sort out I will merge this now and update later. Essentially we need to dynamically import the data rather than have these manual tables. I have started this in mdn/browser-compat-data#13900

Summary
The page links to an outdated draft -05 of the proposed rfc6265bis spec update. This change updates the link to the most recent draft, quite possibly the last one before a formal updated RFC is published.
Motivation
The linked version of the spec doesn't actually contain some of the SameSite features discussed on the page. For example, the "SameSite=None requires Secure" error state was introduced in draft -07.
