Add missing api.HTMLIFrameElement.adAuctionHeaders feature (#22581)

This PR adds the missing `adAuctionHeaders` member of the `HTMLIFrameElement` API. The data comes from the [mdn-bcd-collector](https://mdn-bcd-collector.gooborg.com) project (v10.10.0).
