Bump eslint-plugin-js, webdriverio, update README

Specifically:
- @stylistic/eslint-plugin-js: v1.5.0
- webdriverio: v8.26.0

We're staying revlocked to vite 4.5.1 and vitest, et. al. 1.0.0-beta.4
until vitest-dev/vitest#4692 lands. Until then,
the guidance added to README.md will allow usage of that fix and other
Vitest improvements until they're officially released.
