Create requirements.txt

[maxtkc]

Due to an issue with sphinx, builds stopped working. Not sure why this issue is taking so long for them to fix or why other people aren't affected by it, but I've fixed it in the way they recommend by pinning the docutils package. I tested this by building this branch and it seems to work correctly.
