feat: Bump harness & gpu deps (#2634)

## What ❔

- Bumps harness. It has changes needed to speed up proving. No changes
for the sequencer.
- Bumps crypto deps. They've been updated to use the modern harness.

Optimizations & dependency graph improvements.
