Follow-up to #14828.

  • Remove all mentions of org.matrix.3706.partial_state and org.matrix.3706.servers_in_room.
  • Remove experimental config flags faster_joins and msc3706_enabled.

Do we think this is ready to do? I think the stable bits have exists for almost 6 months?
