Add tootctl media lookup command

This pull request is in reference to #12282.

Thought process for my implementation:
We take a media url from the user and remove the http:// (also need to edit this to edit https:// which is more common) part and then split by the slash. We access from 1, onwards (not sure about Ruby's array syntax and will have to test, [1, -1]? Once we have a path to the file, we lookup from the MediaAttachment model using file_file_name: and pass a String with the file path we came up with. From there we create a url with the source toot.

This should pass the checks and be ready for a maintainer to review and provide feedback 😄

One other thing I should work out is the different between a Toot and an Avatar Media Object, passing an avatar won't work since there is no status id associated with it. So I'll need to determine whether it's an avatar or not before outputting a response.

This issue has been resolved with recent commits.
