- We no longer use the `Publish to BCR` bot as we don't want to provide an external party write access to the repository - Ensure users are aware new releases are not usable via bzlmod until further steps have finished - Add script for deploying to BCR - Add DWYU version in repo to `0.0.0` to ease updating the version while deploying to BCR
