Apparently a redaction ruleset in ML9 is referenced via a collection, but ml-gradle's current capability for loading files into the schemas database does not allow for custom collection(s) to be added to a ruleset module.

Thinking properties would be the way to support this, e.g.

rulesetName1=coll1,coll2
rulesetName2=coll2,coll3

Or perhaps configure it as a Map on the AppConfig object.

This is now supported via 2.13.0 of ml-javaclient-util via special collections.properties and permissions.properties files.
