closes #9590, this PR hooks into
onGlobalLayoutversusonVisibilityChanged. As noted in #9590, dynamic fragment containers as ViewPager don't call intoonVisibilityChanged. Hooking intoonGlobalLayoutinstead resolves the issue. The issue stems from #9462 where we decoupled view an map initialization.
