The links in the pinout config tables here do not seem to work anymore.

Also, the table here does not render correctly.

[topgen] Fix broken pinmux table link

This is a short term fix and addresses lowRISC#18585 and lowRISC#19425.

Longer term, we should align how top-level documentation is generated,
see lowRISC#12848.
