Summary

• Add one last step to the build script to copy the type declaration for matching the .mjs file.
  • TypeScript needs a .mts file in the dependency to correctly import types when "moduleResolution" is "nodenext".
  • TypeScript module "NodeNext" does not resolve index.d.ts from CJS modules microsoft/TypeScript#47848 TS 4.7.1-rc cannot resolve default CJS or ESM exports with module nodenext. microsoft/TypeScript#49189
• Lock workspace dependency versions.

Testing

tested in core, both ESM and CJS typing/building work as expected
