  1. [AMDGPU] CodeGen for GFX12 S_WAIT_* instructions 

    Update SIMemoryLegalizer and SIInsertWaitcnts to use separate wait
instructions per counter (e.g. S_WAIT_LOADCNT) and split VMCNT into
separate LOADCNT, SAMPLECNT and BVHCNT counters.
