Relevant changes:

added content to How to Find Building owners and put in the experiments folder. Open to discussion about putting it in a docs/tutorials folder later, perhaps in another PR that does some cleaning up of our file structure.
Added sample CSV's for the tutorial.
Made some small bugfixes in utils files to get the tutorial running.

@linnealovespie The last thing we need to do is build the distribution for the package: https://medium.com/analytics-vidhya/how-to-create-a-python-library-7d5aea80cc3f . Otherwise it won't install with pip. If you get a chance, that would be great, I'll put it on my list too but I'm behind on everythng this week due to some modeling I did for the amendments. Boo amendments.

Also I think we should really put this in an entirely separate repo for the purpose of linking to it in the report. This repo is a mess and I don't want to advertise it. (It's okay that it's a mess, it's just not... what I want people to think of me in public, LOL).
