I keep forgetting: removing support, like support for sbt 0.13, from the tree doesn't preclude those users from continuing to use the already-existing and supporting releases. And if there's a commercial support-driven reason we can always have a bugfix release on the older version series.
So this is good to go, meaning we can drop Scala 2.10 and sbt 0.13 support, today.
This enables dropping cross-building in Scala 2.10 (#248).
Note that doesn't (necessarily) mean dropping support for validating binary compatibility in Scala 2.10 codebases.
