Incorporating static build command.
This PR changes a few defaults such as the location of the content dir and how resources are linked within the public dir, supporting both the former web location (dynamic) and the static public dir.
We'll be moving to static by default, but we'll keep the dynamic setup using the web/ dir as a development feature for quick preview of content without requiring a build.
