Adds missing llama index azure package to deps
Patches test_load_archival.py to write out the embedding config (bug that caused Failing CI tests on external PRs #1090 when combined with new llama index behavior)
Add asserts to the embedding creation to avoid silent errors when API keys don't exist
- What was causing Failing CI tests on external PRs #1090 was a llama index OpenAI Embedding object would get created with a None API key, which strangely would stall / timeout the embedding creation call, instead of raising an error
