Update webpack (again) to ensure devserver doesn't break #4119

Summary

Description of the change(s) you made

Modifies the changes made in my last PR to update RTL vuetify stylus files. The devserver was breaking

Manual verification steps performed

  1. Run yarn run devserver
  2. Run yarn run devserver:hot
  3. Run yarn run build yarn run runserver

All should build
