Validate file format in upload_url endpoint

Summary

Enhanced validation while uploading files with invalid formats. closes #3650

Description of the change(s) you made

• Validates for file_formats in save() method before saving the File objects and raises validation error if file_format is invalid.
• Raises a 400 HttpResponseBadRequest if the user tries to upload a file with an invalid format.

Manual verification steps performed

• Ran pytest
• Tried to upload a file with an invalid format
