Country list not available in PT-BR locale

Observed behavior

It seems either not available or not populating the dropdown list on the Create an account page (hotfixes branch).

If the user selects one object - Object from the list anyways, they are informed to check the email as if everything is OK, but there's a 405 error in the console, and they do not get the email.

Expected behavior

Selectable list of countries available, and a successful sign up outcome for the user.

User-facing consequences

Inability to sign up for an account on Studio.

Same issue on the Administration > Users page, filters work but the dropdown is not prefilled correctly:

As a sanity check, I have confirmed that this is working properly for all languages except Portuguese.

Tested on Firefox & Chrome on Ubuntu 20.04 and confirmed as fixed! 👍🏽
