The Issue

Based on the work/discussions here #822 / #328, we should make a timeout specific modal which is more presentable and functional. This is one of the most common errors a user sees when trying to download content.

Changes I'd like to see:
-don't need to click "show more" to see what failed
-Show title and URL?
-less intimidating error with possible steps to resolve (maybe link to https://lbry.io/faq/unable-to-stream or something similar)

This has been changed to a snackbar when a download times out.
