Switch to sqlx fork

Let's switch to a sqlx fork that carries the following patch:

launchbadge/sqlx#2094

We need the libsqlite3-sys version bump for a Deno upgrade.

This is technically a breaking change because we expose the sqlite3 type in two places:

In 0.7.0 I intend to make it clearer in the documentation that the pointer type is semver-exempt, and that we reserve the right to upgrade libsqlite3-sys as needed, but I'm probably gonna hold off on this until then because we've gotten complaints before about upgrading it without warning.
