community: Add sqlite-vec as a vector store

This PR add sqlite-vec as a vector store option.

• The only depency for this vector store option is to install sqlite-vec library.
• My twitter handle is https://x.com/Philippe_Oger. A lot of credit should go to https://x.com/agarcia_me who has created the sqlite-vec library. I have only done the langchain integration. It would be great if you could push forward this article as well https://alexgarcia.xyz/blog/2024/sqlite-vec-stable-release/index.html that introduces the library.

I originally did the SQLite-vss integration, the implementation is basically the same. Tests are passing.
