Summary

background:

envoy has --drain-time-s parameter (Hot restart drain time in seconds)
apparently, this setting is also reused for draining individual Listeners

changes:

add --drain-time parameter to kuma-dp
add KUMA_INJECTOR_SIDECAR_CONTAINER_DRAIN_TIME parameter to kuma-injector
