Install cert-manager via Helm in quickstart

Upstream docs don't wait via `kubectl wait`, and we know that installing via Helm waits correctly. We are also testing the cert-manager installation via helm, too. Signed-off-by: Víctor Cuadrado Juan <[email protected]>
