With this fix, the field
VolumeCapabilityinControllerExpandVolumeRequestof callControllerExpandVolumewill not be empty(it will be filled by the csi-resizer), therefore our code can check it's a block volume or filesystem volume. See more details on kubernetes-csi/external-resizer#70
