[PLACEHOLDER] In-Place pod resize beta blog post #48576

Description

In-place pod resize (InPlacePodVerticalScaling) is planning to graduate to beta in v1.32 (still at risk to get all the changes merged). If it makes it, it's a big feature that deserves a dedicated blogpost.
