Document static pod concept

Problem:
https://kubernetes.io/docs/tasks/administer-cluster/static-pod/ provides task-oriented instructions for creating a static pod; however, it's light on details about what a static pod is.

Those details belong outside of the task docs.

Proposed Solution:

1. Either:
   • expand the Containers & Pods part of the concept section, make it clear what a static pod is.
     Possibly migrate content from https://kubernetes.io/docs/tasks/administer-cluster/static-pod/
   • create a new document explaining static pods, and have that link back to the general pod concept
2. Update existing docs to reference the static pod explanation in the Concept section

Maybe mention mirror pods as well?
