use ubuntu from gke cloud in node e2e

use ubuntu images from gke cloud as public ubuntu images in ubuntu-os-cloud does not have containerd preinstalled. Using pipeline-1-25, so the we get ubuntu with cgroupv2 enabled by default

The issue is we switched from ubuntu-os-gke-cloud to ubuntu-cloud in #28071. ubuntu-cloud images don't have containerd preinstalled, so the test will fail. Switching back to ubuntu-os-gke-cloud should fix this and starting from pipeline-1-25 the images are cgroupv2 by default.
