Switch on new registry for pull-kubernetes-e2e-gce-ubuntu-containerd

• switch the registry on for all CI runs of pull-kubernetes-e2e-gce-ubuntu-containerd to drive traffic to the new registry.

@dims: Updated the job-config configmap in namespace default at cluster test-infra-trusted using the following files:

• key gcp-gce.yaml using file config/jobs/kubernetes/sig-cloud-provider/gcp/gcp-gce.yaml

In response to this:

• Remove the old CI job used for testing
• better name for the preset
• switch the registry on for all CI runs of pull-kubernetes-e2e-gce-ubuntu-containerd to drive traffic to the new registry.
