config/jobs: remove some defunct sig-testing-canaries jobs

Prune some unused or defunct jobs:

• pull-kubernetes-bazel-* since we no longer use bazel in kubernetes/kubernetes
• ci-test-infra-canary-echo-test since we now use ci-test-infra-prow-checkconfig to verify prow is still running jobs
