What would you like to be added:
Ability to filter jobs by cluster in deck, as is currently supported for e.g. https://prow.k8s.io/?type=postsubmit&state=pending

Why is this needed:
When performing maintenance on a given build cluster, I would like to be able to glance at all jobs running on that cluster over a given time period. This allows me to verify whether there was disruption during maintenance, and whether jobs are still working as expected.

I can get by with jq in the meantime kubernetes/k8s.io#1680 (comment) but having this available in the UI would be awesome. I am unlikely to get free time for this anytime soon, but I'm happy to review if someone wants to give it a shot.

I ended up writing #20929 while I was waiting for k8s-infra-prow-build to finish upgrading
