cleanup docker image building

There's some cleanup we should do of the "docker wrapped binary" image building for the Kubernetes core images

• we should properly initialize buildx + qemu when cross building (this should allow us to do e.g. RUN setcap ... Run kube-apiserver as non-root. #96134) EDIT: we no longer need this, came up with a different solution
  • see also: Set DOCKER_CLI_EXPERIMENTAL=enabled for images using buildx #98672 (comment)
• we should use a Dockerfile on-disk for the images + --arg, instead of an on the fly generated file with stuff like sed
  • fix in Use on disk Dockerfile for server-images. #99015, Use ARG instead of sed in the conformance image. #99022, Use ARG instead of sed to set the base image for addon-manager. #99024 @vinayakankugoyal
• we should use buildx consistently, instead of for certain architectures (see: Build multiplatform images when issue make release-images #97459 (comment)
