Alicloud: support modification of LaunchConfiguration

This is part of #4127.

This PR enables kops to do modification to LaunchConfiguration to Alicloud ESS.

Changes:

• create new LaunchConfiguration with timestamp just like how we deal to AWS AutoScalingGroup configuration if there are changes
• only keep 3 latest LaunchConfiguration by default
• implement DeleteInstance for Alicloud

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
