This KEP has an implicit incorrect assumption: that storage migration is only used to migrate stored versions of objects. Storage migration is also the mechanism for key rotation when objects are encrypted at rest. Any KEP that aims to solve this problem needs to handle that case as well - #2339 provides an API that could be enhanced to support that case pretty easily.
