Remove KMS and image policy wh from network proxy beta requirements

KMS connects via unix domain sockets (UDS). Since this is local, it should not be a part egress traffic.

ImagePolicyWebhook has been in alpha for two years without active development to beta. There was also talk that it may be deprecated and I believe it should be excluded from the network proxy beta requirements.
